This event was organised on the initiative of Mr Chérif Rhamani, the Algerian Minister for the development of the territory and the environment. The aim was to present the new Algerian law of December 25, 2004 relative to the prevention of major risks and the management of catastrophes within a sustainable development framework, and to enable the foreign towns represented to present their know-how in this field.

In this way, a high officer from Marseille's marine fire fighting battalion presented the prevention plan applied for Marseille and its region.

At this time, a protocol agreement was signed between the Club des Risques Majeurs Algériens and the Institut de Prévention et de Gestion des Risques (IPGR).
